Welcome to this week's edition of Uzbekistan Air Cargo Notes, the first and only newsletter focusing on the latest news and insights into the dynamic air cargo market of Uzbekistan and Central Asia. This week, we are reporting on Kazakhstan’s air cargo experiencing a recent decline, Uzbekistan launching block trains to Europe and more.


Air Cargo Trends


Uzbekistan’s civil aviation fleet saw strong growth


  • Uzbekistan’s commercial aircraft fleet grew from 29 in 2019 to 108 in 2025, with the number of local airlines increasing from 2 to 17

  • The number of air routes rose from 77 in 2019 to 203 in 2025, including 185 international and 16 domestic destinations, in 2024 civil aviation carried 13.5 million passengers, 11 million internationally and 2.5 million domestically


Pobeda connected Russia and Uzbekistan


  • Pobeda Russian low-cost carrier launched direct passenger flights ex Moscow Russia to Fergana, Uzbekistan on 16 December 2025

  • The airline operates the flights three times a week using Boeing 737-800 aircraft, additional routes to Termez and Nukus in Uzbekistan are scheduled to start in early 2026


Kazakh airlines reported slower passenger growth


  • Kazakh airlines carried 14.25 million passengers in January–November 2025 5.8% year-on-year increase with Revenue Passenger Kilometers rising 6.7% over the same period

  • Passenger growth slowed toward the end of the year, though total traffic for 2025 surpassed 15 million passengers


SCAT Airlines launched direct passenger flights to Georgia


  • Kazakh carrier SCAT Airlines launched direct passenger flights ex Shymkent, Kazakhstan to Tbilisi, Georgia on 15 December 2025

  • The airline operates the route twice weekly using Boeing 737MAX-8 and Boeing 737-800 aircrafts


Kazakhstan’s air cargo saw recent decline


  • Kazakh airlines’ air cargo fell by 4.1% to 2,600 tons in November 2025 with FTKs declined by 2.5% to 6.4 million

  • Cumulative January and November 2025 results remained positive with cargo volume up by 5.2% to 26,500 tons and FTKs rising 6.5% to 62.9 million


SCAT Airlines connected Kazakhstan and Thailand


  • Kazakh carrier SCAT Airlines launched direct passenger flights ex Shymkent, Kazakhstan to Bangkok, Thailand on 15 December 2025

  • The airline operates twice-weekly using Boeing 737MAX-8 and 737-800 aircrafts


Other News

Uzbekistan launched block trains to Europe


  • Uztemiryolkonteyner Uzbekistan’s state-owned container rail operator organized 18 regular block-train shipments via Turkmenbashi port carrying fertilizers, potash, urea, aluminum and copper in 2025

  • Trains departed ex Sergeli, Nazarbek and Assake in Uzbekistan to Italy, Greece, Turkey, Bulgaria, Switzerland, Azerbaijan and other European destinations


Kyrgyzstan joined TRACECA unified permit system


  • Kyrgyzstan’s Ministry of Transport and Communications completed accession to the TRACECA corridor’s multilateral permit system simplifying international freight access to Europe

  • The unified permit allows Kyrgyz carriers to perform bilateral, transit and third-country shipments across Armenia, Georgia, Moldova, Romania, Turkey and Ukraine reducing bureaucracy, costs and delivery times
